The Directorate in charge of Air Transport is responsible for the economic and financial management of air transport and aerial work. It defines orientations, needs, controls, and coordination of commercial operations, prepares regulations, and ensures enforcement of laws in the field of civil aviation.
The Passenger and Neighbor Protection Service defends passenger and neighboring resident interests and monitors service quality. It handles complaints filed by passengers against commercial operators under applicable regulations. A mandatory guarantee fund may be established by regulation to handle consumer emergencies when interests are harmed. The service also handles environmental issues such as aircraft noise and carbon dioxide (CO2) emissions.
The Aviation Statistics Service prepares statistics on passenger and cargo air traffic at national and international levels, as well as statistics concerning the use of national aerodromes and airports and the use of airspace under Haitian State jurisdiction.
The Commercial Licensing Service prepares licenses authorizing operators to commercially operate specific national or international routes, in accordance with regulations.
The Economic and Legal Studies Service examines economic conditions related to setting various tariffs, as well as opportunities for establishing air link services on routes having a point of departure or destination in national territory. It prepares air transport agreements and ensures compliance and implementation of international standards in national law.
